【摘要】:InternationalstandardANS/ISO/IEC17025promotestheuseofdocumentedaccountabilityandqualitycontrolprocedurestoassurealaboratoryanditsclientsthatthelaboratorycanproducetechnicallyvaliddataandresultsintheroutineperformanceofitssampling,samplepreparationandtestingactivities.AlaboratoryshalluseANSI/ISO/IEC17025todevelopitsqualitysystem.Clause4ofANS/ISO/IEC17025specifiestherequirementsforsoundmanagement.Clause5ofANS/ISO/IEC17025specifiestherequirementsfortechnicalcompetenceforthetypeoftestsorcalibrations,orboththelaboratoryundertakes.InadditiontocomplyingwiththerequirementsofANS/ISO/IEC17025,theAnnexofthisstandardpracticecontainsinformationthatshallbeconsideredimportantfortheevaluationandoperationofacompetentCoalandCokesamplingortestingfacility,orboth.TheinformationinthisAnnexispresentedwhereitisnototherwisecoveredinANS/ISO/IEC17025ortheapplicableASTMmethods.Laboratoryclients,regulatoryauthorities,andaccreditationbodiesthatrecognizethecompetenceoftestingandcalibrationlaboratoriescanusethisstandardpracticeasthebasisfortheirevaluation.TheprimarysignificanceofthispracticeistoestablishthatforalaboratorytogeneratemeasurementstraceabletoSIunits,itmust:Haveaclearunderstandingoftheworkrequestedbytheclient.MeetthequalitysystemrequirementsoftheinternationallyacceptedANS/ISO/IEC17025standard.UsetestmethodswhichhavebeenshowntobetraceabletoSIunitsofmeasurementBeabletodemonstratethatthelaboratoryisinstatisticalcontrolatthetimethemeasurementsaremade.1.1Thispracticespecifiesrequirementstooperateandevaluatethequalityandmanagementsystemsinalaboratorythatprovidesserviceswithrespecttosamplecollection,samplepreparation,ortestingofcoal,coke,andashderivedfromcoalorcokeusingASTMstandardsthatareunderthejurisdictionofCommitteeD05onCoalandCoke.Note18212;Thewordx201C;laboratoryx201D;isusedthroughoutthispracticewhenreferringtoanorganizationthatprovidesservicesincoalsamplingortesting,orboth.Itisrecognized,however,thatthewordmaynotbeappropriatetoanorganizationthatdoesnotperformactuallaboratorysampletesting.1.2InternationalstandardANS/ISO/IEC17025shallbethegoverningdocumentspecifyingrequirementsformanagement,technicalcompetenceandevaluationofalaboratory.Note28212;Anaccreditingbodyoruseroflaboratoryservicescanalsoimposetechnicalornon-technicalrequirementsnotspecificallyaddressedinANS/ISO/IEC17025providedtheydonotinvalidatetherequirementsofANS/ISO/IEC17025.1.3Thispracticeisusedtoevaluateonlythosecapabilitesspecificallyclaimedbyalaboratory.1.4Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
